Tapu Office in Chaos

The high congestion in Title Deed office is becoming a cancer for both officers and buyers. “We are fed up with the circumstances around us” said the Director of Didim Title Deed Huseyin Akdi.

The high congestion in Title Deed office is becoming a cancer for both officers and buyers. “We are fed up with the circumstances around us” said the Director of Didim Title Deed Huseyin Akdi.

“There is a great queue in Title Deed office during these summer months. There are only 4 officers and I am working here. Instead of 8 hours, we are all working 12 hours daily. But buyers have to be patient and they have to understand the stress that we are having here” said the Director.
He mentioned that during the summer months, the office is busy both by foreign and Turkish owners. He strictly underlined that their most important priority is title mortgages (ipotek) and confiscations.
“It is legally our priority to do the confiscations and mortgages. It is a red light for all of us to do these as first. Even if the officers are in the process of transferring a title deed they have to stop their job and they have to sort out these. There are not enough of us to do these prior jobs” said the director.

The daily job of the Title Deed office mentioned by the Director Huseyin Akti is over 1000 mortgages and confiscations, 150 foreign title deed transfers and more than 300 Turkish title transfers.
“The holiday makers are desperate to finalise their transfer in a day. But how can we make this with a picture that I have drawn above. We have a legal responsibility with the banks to sort out their needs. We have made a claim for more staff which is accepted by the related authorities, but they still haven’t started their term of office. There is nothing more we can do about that” Huseyin Akdi complained.

A property buyer Cemal Murat Tekcan a Turkish resident from Germany was fed up at trying to buy property in Didim. “This is my third day at the title deed office. I wonder how many more days I will come to this place before I can buy this property. I wanted to buy a property during my holiday. If I knew that it was like a torture, I would never have thought about it. I complained to the Head of the District (Kaymakamlik) but still everything stays the same.”
While The Didymian reporters were at the Title Office there were more than 100 people waiting their title deed procedure and the officers were spaced out. “We are probably one of the busiest title deed offices in Turkey. They all have more than 15 staff; we are trying to do the same job here with 5 staff. We are working more than ever here trying to satisfy people. We just expect from them to be more considerate and try to understand our situation” said the Director Huseyin Akdi.

Huseyin Aksi also informed The Didymian that a national TV channel will do a story about the Didim Title Deed Office’s situation by next week.
